I ran into an issue where a user had both an iPhone and an Android device and both would verify Exchange settings fine but neither would sync any mail items or folders and neither device was listed in the ECP under the user's Mobile Phones.
The fix was pretty simple, you just need to make sure Inheritable Permissions is granted to "Exchange Servers".
Fire up Active Directory Users and Computers.
Click View and Select Advanced Features
Select the problem mailbox which is having sync problems, double click on the account,
Select the Security Tab and then the Advanced Button.
Select Exchange Servers (you might need select multiple ones if they are all listed), and check Include Inheritable Permissions hit OK.
Have the user try to re-sync the device, and mail items should populate.
